Bruce Kessler, founder of the highly successful Fleet Underway to Baja Rally series of cruises, from California to Mexico, affectionately known by participants as FUBAR, and John Wooldridge, Editor-in-Chief of PassageMaker Magazine, the only boating magazine exclusively focused on all aspects of the cruising-under-power lifestyle, have just completed a two-day marathon visit to Washington, DC, meeting with foreign policy experts, Department of State officials, and seven foreign policy aides from the staffs of Democratic and Republican members of the U.S. House of Representatives and the U.S. Senate.  On Tuesday and Wednesday, June 5-6, 2012, Kessler and Wooldridge, aided by members of the Latin America Working Group headed by Mavis Anderson, and led by Jeffrey Boutwell, organizer of three workshops in Cuba for the Pugwash Conferences on Science and World Affairs, discussed the potential for a FUBAR-style rally, proceeds from which benefit junior sailing programs, from Florida to Havana, Cuba, possibly scheduled for April, 2013. “We were well received by senior Congressional staff, and indications are that this event would have some support in the legislature,” said Kessler. “There’s still a lot of heavy lifting to be done before we can submit applications in the coming months for licenses from the U.S. Department of the Treasury and the U.S. Department of Commerce. We will keep all those interested in this potential powerboat rally, which is intended to be a people-to-people sharing of views and a strengthening of ties to the Cuban people, informed of our progress.”

"The Del Rey Youth Foundation received notice on January 25 from the Office of Foreign Assets Control (OFAC) of the US Department of the Treasury that the DRYF proposal for a powerboat rally from Key West to Cuba in April/May 2013 has been received and is being considered.  We will provide updates as we receive them concerning the status of our proposal."
